HR COMPANY

The Human Resources (HR) Platoon (PLT) Human Resources Company (Co), Human Resources Sustainment Center (HRSC), Postal Platoon, Casualty Operations Division (COD), and/or Theater Gateway (TG) Personnel Accountability Teams (PATs) are deployed or will deploy to an operational theater conducting Unified Land Operations in an urban/field environment and providing theater-level support at the Aerial Port of Debarkation (APOD) or Sea Port of Debarkation (SPOD). The section has appropriate connectivity to both Nonsecure Internet Protocol Router (NIPR) and Secret Internet Protocol Router (SIPR) Networks. You have access to HR enabling systems that are essential to carry out this mission. Non-unit related and follow-on personnel are arriving at the Air/Sea Ports of Embarkation (A/SPOE). All Tactical Standing Operating Procedures (TSOPs) as well as DOD 4525.6-M, FM 1-0, AR 600-8-3, DMM, ATP 4-93 and ATP 1-0.2, AR 215-1 and FM 1-0 are on hand. The TG PAT establishes the initial Personnel Processing Center (PPC) to track and account for all Soldiers, Department of Defense (DOD) Civilians, and Joint, Interagency and Multinational (JIM) personnel arriving and departing the theater. Personnel departing on or returning from emergency leave are also supported. Communications are established with the theater Army Service Component Command (ASCC) G1, Human Resources Sustainment Center (HRSC) the HR Company and the sustainment brigade provide logistical support, casualty liaison teams, and control elements at the (APOD/SPOD). The TG PAT is equipped with the Deployed Theater Accountability Software (DTAS) as the accounting system of record for all transiting personnel. All required postal equipment is available and functional. All vehicles required for mail transportation are available and operational. Inbound mail and outbound mail is received and awaiting distribution. Elements within the area of operations (AO) have requested postal finance and directory services. Free mail has not been declared. Casualties are occurring and may continue to occur while deployed. Replacement personnel are assigned and are expected to continue to arrive as required.  As the theater matures, unit personnel may participate in Rest and Recuperation (R&R) programs outside the unit area. As the operational environment stabilizes, unit personnel may also be allowed to take emergency and ordinary leaves and be eligible for reassignment to other operational areas. Replacement actions are conducted during lulls in combat operations. Communications links with subordinate elements and higher headquarters are operational. The Theater G1 coordinates for facilities and support. Theater personnel; military, DOD Civilians, and contractors, are proceeding to and returning from R&R areas. Communications between these echelons have been established. Requests for information and access to R&R areas are being received from supported units. Terrorists and other hostile force sympathizers are operating in the area. Threat capabilities include information gathering, hostile force sympathizers, and terrorist activities in a Chemical, Biological, Radiological, Nuclear and high yield Explosives (CBRNE) environment. Some iterations of this task should be performed in MOPP 4. Greet, brief, process, and coordinate transport for non-unit related personnel and follow-on personnel, as required, to their assigned units or supporting PAT element within 24 hours of arrival or as expeditiously as possible in keeping with the tactical situation. Greet, brief, and assist units arriving in theater in their onward movement to designated assembly areas. Assist and account for personnel in emergency leave status in their departure from theater or return to their assigned unit. Ensure that Soldier’s duty status is tracked daily and updated in Deployed Theater Accountability Software (DTAS). Obtain and enter personnel data for all incoming and outgoing Soldiers, DOD Civilians, and JIM personnel into the theater database with 100 percent accuracy. Provide theater ASCC G1 and HRSC daily updates on personnel information and strength related data. Establish 75 percent of the CLTs at specified Combat Support Hospitals (CSH), Mortuary Affairs Collection Points (MACP), and division/corps G1 within 72 hours of arrival, or as permitted by the tactical situation. Establish communications with platoon headquarters, supported units, and Casualty Operations Division, HRSC within 24 hours of arrival at the designated work areas, or as permitted by the tactical situation. Postal personnel will provide all postal support required in the area of operations. Account for all assigned, attached, or augmentee personnel. Which includes Soldiers, service members from other services, Department of Defense (DOD) Civilians and contractors. Integrate newly assigned personnel into appropriate unit elements within 72 hours of arrival or as permitted by the tactical situation in accordance with (IAW) AR 600-8-6. Keep the manning/battle rosters current and accurate. Submit casualty reports within established timeliness of event or as permitted by the tactical situation. Upon arrival of personnel, receive, account for, provide life support and transportation, and brief selected personnel for the R&R programs on R&R area rules of interaction, in accordance with (IAW) TSOPs, AR 215-1, FM 1-0, DOD 4525.6-M, AR 600-8-3, DMM, ATP 4-93, and ATP 1-0.2. At MOPP4, reduce personnel accounting and strength reporting activities to minimum actions required for immediate mission accomplishment
