Strategic planning in relation to GFEBS includes the following:
•Strategic Planning is the budget planning process capability in GFEBS
•The Army utilizes this capability for organizations below Level 1 only
•This process provides each Army Command the capability to build and plan budget for the out years
•HQDA makes its decisions and consolidates the results in the POM / BES Program Budget Guidance (PBG), which comes from PPB BOS to GFEBS
