Level 1

HQDA and other organizations, e.g., the Army reserves, perform initial funds distribution.

Level 2

Army commands, Army Service Component Commands (ASCCs), Direct Reporting Units (DRUs), etc.

Level 3

Major Subordinate Commands, Subordinate Command Activities, Regions, Corps, Divisions, Program Executive Offices (PEOs).

Level 4

Installations, Test Centers, PMs, or Divisions

The budget plan is created with the levels of formal funds distribution in mind, and the budget planning begins at Level Two in the Army organization.

The formal levels of funds distribution are also used for budget distribution. Planning occurs at each level.
