1. A Funds Master Data Maintainer at HQDA creates a new set of master data elements for a new appropriation.
2. Once the master data elements are established in the system a Funds Execution Controller at HQDA is able to perform the initial posting of the original budget for the fiscal year based on the guidance in the Appropriations Act. He posts the original budget in the system and in turn, affects the relevant General Ledger Accounts.
3. After the original budget has been posted, a Funds Management Maintainer at HQDA creates the budget distribution document for the Army commands within GFEBS.
4. Next, a Funds Management Approver at HQDA reviews the budget distribution preposted in GFEBS and then posts the document for distribution.
5. A Funds Management Maintainer at an Army command creates the allocation of the budget to the next lower level in their organization.
