For quarterly apportioned funds, the Annual Funded Program (AFP) is distributed without United States Standard General Ledger (USSGL) impacts. Before an allotment can be distributed, AFP must be distributed for appropriations with quarterly allotments.
For the investment accounts AFP and allotments are distributed in equal amounts. At each level of funds distribution, an edit check is performed against the AFP to ensure that the allotment transfer amount is not greater than the AFP at any point in the distribution process.
An edit check will not allow an allotment transfer that exceeds the AFP. Conversely, edit checks will not allow a decrease in AFP below the allotment amount.
Consistency checks only allow valid transfers from one budget type to another budget type. For example, funds cannot be transferred from a current year to an expired year.
