Plan, Coordinate, and Manage Finance Support Operations (FIOC/FISC)

The Theater Sustainment Command (TSC) has deployed to theater and directed the Finance Operations Center (FIOC) to coordinate finance support to forces engaged in unified land operations in support of large-scale combat operations (LSCO). Requests for financial support are being received from U.S. and coalition elements in the area of operations (AO). Higher and supported command mission execution information is available on the network or in hard copy format. Sustainment information systems and network capabilities enable staff elements to review and update the Common Operational Picture (COP). Attached units include an Army Financial Management Center (AFMC) Team, Finance Support Center (FISC), and Finance Battalion (FIBN) to conduct Finance operations. The FIBN has stationed its subordinate Finance Companies (FICOs) throughout the Theater area of responsibility (AOR) to ensure timely, sufficient, and enduring financial support. TSC staff elements and subordinate units routinely collaborate with supporting strategic agencies, intermediate staging bases (ISBs), and forward operating sustainment support units. All equipment and required references to establish theater financial management support are on hand and operational. Threat capabilities include space and cyber space operations that degrade sustainment information system capabilities as well as employment of conventional, special operations, guerrilla, and insurgent forces to interdict friendly air, land, and maritime operations in a Chemical, Biological, Radiological, Nuclear and high yield Explosive (CBRNE) environment.

Plan and coordinate finance support and provide information awareness and guidance between the TSC and relevant finance units in the AO in accordance with FM 4-0, DODFMR 7000.14-R, and standard operating procedures (SOP) within the time prescribed in the operation order (OPORD), the commander’s intent, and orders from higher headquarters.
