The Human Resources Sustainment Center (HRSC) has been alerted for deployment or is deployed to a specified operational theater to support United States (U.S.) and coalition forces. The Postal Operations Division (POD) has all authorized personnel and equipment. The supported command’s operations order (OPORD)/deployment order or draft is available. The Personnel Accountability/Personnel Readiness Management/Personnel Informational Management (PA/PRM/PIM) Division has staff responsibility for establishing the theater deployed database, the establishment of a Military Mail Terminal (MMT), and a Theater Casualty Reporting System, to include a Theater Casualty Assistance Center. The commander will issue his/her assessment and planning guidance for providing human resources support to units within the specified area to facilitate their mission accomplishment. A PA/PRM/PIM capability will be included in the early entry element. The Human Resources Operations Branch (HROB) within the Support Operations (SPO) element has staff responsibilities to supervise (MMT) activities in support of the theater of operations. Unit standing operating procedures (SOPs) as well as FM 1-0, AR 600-8-1, AR 600-8-3, ATP 1-0.2, ATP 4-93, ATP 4-94, DOD 4525.6-C and DOD 4525.6-M are available. The section has appropriate connectivity to both Nonsecure Internet Protocol Router (NIPR) and Secret Internet Protocol Router (SIPR) Networks and access to all added Army systems and access to all necessary automated personnel systems. Technical guidance is received from the Human Resources Command (HRC). Communications are established with Army Service Component Command (ASCC) G1, Support Operations (SPO) Section, Theater Sustainment Command (TSC)/Expeditionary Sustainment Command (ESC), as appropriate. Command and Control Information Systems (CCIS) are operational and passing information in accordance with (IAW) tactical standing operating procedures (TSOP). Threat capabilities include information gathering, hostile force sympathizers, and terrorist activities in a Chemical, Biological, Radiological, Nuclear and high yield Explosives (CBRNE) environment. Some iterations of this task should be performed in MOPP 4.
Plan establishment of the theater deployed database prior to the flow of forces. Identify and prepare a team for inclusion in the early entry element. Maintain communication links with HRC, SPO TSC/ESC, and theater opening element. Determine ASCC G1 and SPO, TSC reporting requirements and timeline. Ensure the MMT is established prior to the flow of mail. Transition to theater postal distribution role on order. Ensure that the MMT receives and processes mail within the time lines specified by postal directive and the combatant commander. Ensure the MMT receives transportation support for mail movement and adequate storage facilities to protect mail. Establish liaison with the Military Postal Service Agency (MPSA), Joint Military Postal Activity (JMPA), Military Mail Terminal (MMT) Team, and SPO Branch. Develop plans and policies for postal support to the theater prior to movement of postal elements. Complete coordination and plans for establishment of the Theater Casualty Assistance Center prior to deployment.
